i have 212cc running stock with governor still connected is it bad to run under seat exhaust and billet air filter adapter and air filter on this motor

While not bad the motor would respond nicely if you'll rejet the carb to make the best use of your current mods

Stock muffler is under the seat. Are you running a header? If so, rejet the carb. OMBW has a kit for that with an easy install

Header and air filter will need to be rejetted. You unrestricted it and allowed it to breathe freely, now it wants more fuel.

I bought the KIT from OldMiniBikes. I mean the 212 on my Trail Blazer is fast enough. With one exception. Going straight uphill. Then it could use a little more grunt.

Speaking of which. What is the governor set to on the 212. My tiny tach was showing almost 4K yesterday.

Most are rated 3600 rpm, but some of the newer ones are rated 3800 rpm.

Thats good to know. The speedometer APP on my phone does not update fast enough, but I think the Turtle will do about 30 MPH. Plenty fast. But I wanted to make sure all was good.
