rear axle trail horse

when i picked this mini up the axle was very loose and it was not very easy to tighten all the way
i pulled the axle out to see how the bracket for the brakes fit.
is there supposed to be any more shims then what i have.
also the wheel was centered but if i install the brake bracket will that make the rear wheel slightly offset.

The axle spacer for the brake bracket side should be shortened to remove the amount of thickness of the bracket...and the rear wheel will still be centered.
