Tec block and possible cracks?

Attached is a picture of a block that is listed on Ebay. Notice what looks like cracks on the inside of the lower case? Would this be something of a red flag? OR, could they be just casting marks from when it was made. Has anyone noticed thses on any blocks you have rebuilt? OR could they be metal fatigue from using a motor on a rotor tiller or such? I have one block that has some and another that does not.

It's when you get them in the mail and measure the bore (or crank journals) that you get the big surprises. I have been burned getting used blocks that were not re-buildable due to wear being excessive. Or blocks that required a new bore, new piston, and rings that ends up being more expensive than the other choices. Or crankshafts with the journal wore out of specs. Since there are no bearings to oversize, you either have a machinist weld it up, then machine it down, $$$$ use it anyway, (slap, slap, slap) or toss it on the shelf for later use as a crankshaft extender for a belt driven.

If you ask an ebay seller what the bore is, and they say "about 2 1/2 inches" measured with a ruler, consider moving on.
