I have a H/F Greyhound that had the gov arm removed and when its replaced,witch way should the shaft be turned before tightening the hold down bolt? cw or ccw?

I just bought a new carb. ran great for first 1/2 hr. now acts like It's starving for gas... Adjusted as per instructions,I'm wondering if new carb. could have some issues. Any ideas on how to solve prob. would be helpful! Thanks
