I have been looking at doing this for a bike with a scrub brake as a back up brake... you will have to run a longer shaft for the driven and mount a small 2" or 2.5" puck and band brake on the backside, it will require a custom mounting bracket for the band brake also...it will be easier to do a modification like this with a steel back plate than an alum version..
If you can do a drum brake on a jackshaft it's very effective. It has a lot of leverage because of how small the sprocket on the jackshaft is relative to the rear sprocket. Good luck.
