Choke location on GX 160?

Hi,A serious question from a newbie. It's probably the sadest question
anyone has ever asked,but I'm truely confused.I know where the governor
swingarm and fuel cut-off are,but the lever above the cut-off should be
the choke,but it's acting as the engine's throttle,so WTF? The govenor
arm is stalling the engine when moved,so why are people installing the
throttle linkage at the govenor swing arm? I'm just at the point where I
need to install my throttle linkage,but if the govenor arm is stalling the
engine,what the heck could be wrong with the engine? I did clean out
the float bowl,since it was sitting for a while and the gas crystalized around
the float,so maybe there is something clogged in the carb,but it does seam
to run good,besides running a little rich. Any help would be appreciated.

the white lever in that pic is for the choke. that was the stock carb on my GX160 clone.

Thanks Alot,Feel like a moron,since I ripped the gas tank and cover to the
carb off last night and got a much better look at the setup. I found the
choke and everything else. Funny thing is,that originally when I posted,
the throttle was being held wide open by the rod and gov. linkage,so I just added a spring to hold the gov. swingarm all the way closed and in return
closed the throttle butterfly. Still confused to why it was like that,but the
engine did have a throttle control valve on it from an air compressor,so
maybe that's why it's all muffed up.The choke was acting like a throttle to
me,since when I opened it,the air would rush in while the butterfly was
constantly being held open,so it had me thinking they were backwards.
