I think the intake i on the wrong side for a 4hp-intake should be on the left side looking at back of motor and exhaust should be on the right side, unless your exaust is out the side,they did make afew side popper 4hp,a picture of intake and exhaust would help more .

looked your motor up and crossed it over, it is a H30,year is not available,maybe mid 80's-90's
