I currently have a Briggs 5hp (135202 0222 01) Should I keep the Briggs and rebuild it, or get a HF clone, and slowly rebuild it?

Since I got my mini, its been throwing the chain off like crazy. When I installed the chain, it was tight, now its loose. I took another members advice and moved the engine forward some to relieve the slack. Now when I push the mini around I feel the wheel binding, and even locks up on smooth...
