Help with clutch

Is it steel? Can you tell if it ever came off? Can you pry from the sides gently to see if it comes up? I think it won’t matter if you screw it up as it’s unusable as is….

Ok got the sleeve off now I just have one more question. Do I have to drill/tap the end of that shaft to accept a bolt for a new clutch or is there other ways to keep the clutch on the shaft?

Dont think thats a sleeve or cap but appears the original size of the shaft. Looks that worn down from spinning inside the sheeve bore with out a key or being locked to the shaft as unlikley as that might seem. Thats alot of run time to do that without going anywhere or alot of belt/chain re-torquing to keep it going anywhere. Just using the side load tension to keep it engaged with the shaft. Knowing what that motor came off originally would help.
